As it turns out: one may not cross the border from the US in to Canada, via plane anyway, with all of the below:
- a US driver's license
- a scanned copy of a birth certificate (on screen)
- a scanned image of a passport
- filed finger prints
- promises of good will
On the other hand, with just one valid passport they will let you right through.
